We have learned the delay is only for the “Employer Shared Responsibility” portion of Healthcare Reform. It delays an employer with over 50 employees to offer benefits to 2015 without a penalty.
All changes affecting small employers (less than 50 employees) are still effective beginning January 1, 2014.
